With reference to your Secret Circular Despatch

of the 7th of May on the subject of a Censorship of the Press in

the time of emergency, I have the honour to inform you that

arrangements have been made with the four English newspapers in

accordance with the suggestion contained in paragraph 13 (b) of

the Secret Memorandum No. 472M which accompanied your despatch.

The Chinese Press has also been induced to co-operate in the game

manner. This protection against dissemination of important news

or undesirable rumour is, howver, prejudiced by the proximity of

Canton where the large native press cannot be controlled.

I am of opinion, however, that it would be desir-

able to have in readiness for a future occasion, or possibly for

enactment during the currency of the present hostilities, a Bill

establishing a censorship of the Press and I shall be obliged

if you will supply me with any model legislation on this subject

which you may think suitable for adaptation to this Colony.
